This is true. And you should be careful with the latest windows because they have a few quirks that can be very slow and frustrating. For example, the lastest version I tested (version 9.2.2) had a bug in that it sometimes would dial a phone number that was already in the phone book.
This problem is fixed in version 9.5.2, but be aware that if you are using a phone that dials numbers using the phone dialer, you may not be able to. To use the phone dialer, click the phone dialer icon at the bottom of the screen. Then click the “Start dialing” button.
In my tests, I was able to get through the phone dialer and dial a phone number, but the bug only appeared in the 9.2.2 version.
