I’m not sure when it became such a common term, but it definitely wasn’t in the 1800s. In the 18th century, the term “bitwise” was used to mean “bit-by-bit”. In the 19th century, it was used as a way to indicate what a numeric value was in binary, meaning that it was a bit-by-bit number.
